# El Salvador — Evidence Layer

## Scope & Methodology

This evidence layer is derived from publicly observable sources only, including official Salvadoran government portals, regulators, public operators, central-bank materials, public service platforms, naming-administration surfaces, and nationally visible research-network pages. It documents only publicly described infrastructure, operational coordination structures, interoperability layers, and continuity-relevant systems.

No hidden-capability inference is used here. No rankings, scores, or readiness judgments are applied. No deployment meaning is assigned. No geopolitical interpretation is introduced. No Bitcoin-policy interpretation is introduced beyond narrowly documented payment-system facts where official public sources make those systems visible. Phrasing is kept renderer-safe, infrastructure-first, and evidence-only. Where public visibility is partial, the record remains bounded to what official sources directly state or what narrow official-site search visibility supports.

## Administrative & Public-Service Infrastructure

Public materials show El Salvador as a San Salvador-centered administrative environment with nationally routed service coordination through ministries, autonomous public entities, and shared digital-service surfaces. The Presidency’s public modernization page describes a national Digital Government Services Architecture intended to organize public-service delivery through shared components rather than isolated agency front ends. Public-facing institutions relevant to nationally visible operational continuity include the Banco Central de Reserva, the Superintendencia General de Electricidad y Telecomunicaciones (SIGET), the Ministerio de Obras Públicas y de Transporte, the Comisión Ejecutiva Portuaria Autónoma (CEPA), the Dirección General de Protección Civil, and public digital-service surfaces linked to state identity and interoperability.

The public record therefore supports normalization of El Salvador as a centrally coordinated administrative environment whose nationally visible infrastructure is concentrated around San Salvador-based institutions but routed through sector-specific agencies and shared service systems. This section does not assign governance-quality meaning or political interpretation to that structure.

## Identity & Digital-Service Infrastructure

El Salvador’s identity and digital-service layer is publicly visible through the Presidency’s modernization materials and through the live login.gob.sv identity-validation surface. The modernization page states that the government’s digital architecture includes a single public-services portal, a unified authentication service at login.gob.sv, an electronic government payments system, and a National Interoperability Platform intended to connect administrative registries and support integrated services.

The login.gob.sv validation page shows a live pre-registration and identity-check workflow in which users select a document type, enter a document number, and are told that their data are verified and administered by the Registro Nacional de las Personas Naturales (RNPN), which acts as guarantor of the login account. This makes a state-linked identity-verification layer directly visible in public evidence.

Taken together, these materials support normalization of El Salvador’s digital public-service environment as a centrally coordinated identity and access layer with publicly visible authentication, interoperability, and service-routing intent, plus at least one live identity-validation surface. The available public record is stronger on portal and authentication structure than on the full internal topology of administrative back-end integration.

## Payment & Financial Infrastructure

Public materials from the Banco Central de Reserva de El Salvador show a centrally coordinated national payment and settlement structure. The BCR states that payment systems are the infrastructure that enables transfer of monetary value among participants and that, under its organic law, it modernizes, monitors, oversees, administers, and provides the country’s main payment systems.

The BCR identifies the Sistema de Liquidación Bruta en Tiempo Real (LBTR) as the principal national payment system and the central settlement axis of the national payments infrastructure. Public BCR materials state that LBTR began operations on 17 February 2010 and processes fund transfers between deposit accounts held at the central bank by financial-system participants and the public sector. The same official materials state that LBTR settles other systems including SICOM, the Sistema de Pagos Masivos (SPM) Transfer365, the Sistema de Interconexión de Pagos (SIPA), ACH, and securities-settlement flows including operations routed through CEDEVAL.

The public LBTR participant list also shows operational linkage between the central payment rail and multiple public institutions, including CEL, CEPA, and the Ministry of Finance treasury. Separately, BCR materials state that Transfer365 Business was made available in June 2022 for high-value, high-urgency interbank transfers for the business sector through participating financial institutions. Public evidence therefore supports normalization of El Salvador’s financial infrastructure as a central-bank-centered environment with RTGS, mass-payment, interconnection, cheque-clearing, ACH, and securities-settlement coordination layers.

## Telecommunications & Connectivity Infrastructure

Public telecommunications infrastructure is most clearly visible through regulation, administrative oversight, and naming governance rather than through a complete public map of commercial operator topology. SIGET’s institutional structure publicly identifies a dedicated telecommunications management layer inside the national electricity and telecommunications regulator. Search-visible official SIGET materials state that the Gerencia de Telecomunicaciones is responsible for compliance with telecommunications norms at the national, regional, and international levels, while other institutional materials show that SIGET includes a telecommunications management function, a registry for electricity and telecommunications, and user-attention surfaces.

A separate national naming and internet-administration layer is publicly visible through SVNet. SVNet identifies itself as the administrator of domain names and IP for El Salvador and publishes policy, DNS technical information, payment and dispute materials, and external references including IANA Whois for .sv. This makes country-code naming administration directly visible as part of El Salvador’s public digital continuity structure.

The public record therefore supports normalization of El Salvador as a regulated telecommunications and connectivity environment with visible institutional oversight and country-code naming administration. Public visibility remains limited for backbone ownership, peering and exchange structure, private data-center geography, and detailed commercial operator redundancy.

## Electricity & Energy-Regulation Infrastructure

El Salvador’s electricity and energy-regulation layer is publicly visible through SIGET, the Unidad de Transacciones (UT), ETESAL, and more limited public visibility around CEL. SIGET states that the electricity sector is composed of generators, transmitters, distributors, commercializers, and final users. Its electricity-management materials state that generation in the country comes from hydraulic, geothermal, and thermal resources, and that transmission operates at voltage levels equal to or above 115,000 volts.

SIGET further states that the wholesale electricity market is operated by the Unidad de Transacciones and is composed of the Mercado de Contratos and the Mercado Regulador del Sistema. Its published responsibilities include regulating network charges, regulating UT charges, granting concessions for hydraulic and geothermal resources, resolving conflicts among operators, and issuing technical norms and standards. This establishes a publicly visible regulatory and market-coordination layer rather than a single undifferentiated electricity system.

Transmission infrastructure is publicly visible through ETESAL. ETESAL states that one of its functions is to expand the national transmission system through annual review of network diagnostic studies using a ten-year demand projection. ETESAL also states that it transmits electricity across El Salvador through 28 substations and more than 1,402 kilometers of transmission line, and that it connects to the Central American regional transmission network through four 230 kV lines. Its public transmission-system page identifies the Ahuachapán, Nejapa, and 15 de Septiembre substations as part of the SIEPAC-linked path connecting with Guatemala and Honduras.

CEL is also publicly visible as a state electricity institution through its official web estate, and BCR materials list CEL as an LBTR participant, but the extractable public evidence used here is materially stronger for SIGET, UT, and ETESAL than for a current asset-level CEL topology. Accordingly, this section normalizes El Salvador as a regulated electricity environment with clearly visible transmission, market-operation, and sector-regulation layers, while keeping deeper generation-asset mapping bounded by public visibility.

## Transportation & Logistics Infrastructure

Public materials show a San Salvador-centered but territorially distributed transport-administration environment. The Ministerio de Obras Públicas y de Transporte states in its institutional materials that it is responsible for constructing, maintaining, and rehabilitating the country’s urban and road infrastructure, including interurban, rural, and urban roads, and that its organization includes both public-works and transport vice ministries.

The Dirección General de Caminos is publicly described as responsible for managing road right-of-way and the technical management of land acquisition for road and public-works projects executed by the Viceministerio de Obras Públicas, the Viceministerio de Transporte, FOVIAL, and other state institutions. This makes public road administration visible not only as construction activity but also as an ongoing legal and territorial management function.

Road-maintenance continuity is more directly visible through FOVIAL. Public FOVIAL surfaces allow users to verify whether a road belongs to the Red FOVIAL, check maintenance status, locate work crews on a map, and report roadway problems. Search-visible official FOVIAL materials define the Red Vial Nacional Prioritaria as the set of paved and unpaved roads under national-government competence that fall within FOVIAL’s maintainable road network. Public evidence therefore supports normalization of El Salvador’s transport environment as a layered system in which central ministry coordination, road-right-of-way administration, and publicly visible national road-maintenance operations interact across the territory.

The public record used here is stronger on road administration and road-maintenance visibility than on freight-terminal topology, warehousing systems, or rail operations. Those deeper logistics layers remain only partly visible.

## Aviation Infrastructure

Public aviation infrastructure is visible through CEPA’s institutional web estate and official location materials. CEPA’s public site identifies service surfaces for the Aeropuerto Internacional de El Salvador, the Aeropuerto Internacional de Ilopango, and Aeródromo El Jagüey. The public page for the Aeropuerto El Salvador exposes operational-service surfaces including flight itinerary information, parking, calendars, downloads, and frequently asked questions.

Search-visible official CEPA location materials identify the main international airport as Aeropuerto Internacional de El Salvador Monseñor Óscar Arnulfo Romero y Galdámez and list Aeropuerto Internacional de Ilopango separately as another active aviation node. Additional official CEPA search-visible materials also show that Ilopango remains an operating airport surface with public maintenance and operating-permit references.

The public record therefore supports normalization of El Salvador’s aviation environment as a CEPA-administered civil-aviation structure concentrated around the main international airport but not limited to a single air node. Public visibility remains incomplete for route structure, cargo topology, backup arrangements, and full airside operational detail.

## Port & Maritime Infrastructure

Public port and maritime infrastructure is visible through CEPA’s institutional structure and official location materials. Search-visible official CEPA materials identify Puerto de Acajutla and Puerto de La Unión Centroamericana as publicly visible port nodes under the same institutional operator that administers airports and other transport infrastructure.

Direct extraction from CEPA port-specific pages was weaker than for some other sectors during this research pass, but the public institutional record is sufficient to show that El Salvador maintains Pacific-facing port infrastructure through at least Acajutla and La Unión under CEPA’s administrative surface. This supports normalization of a publicly visible maritime continuity layer without extending into unsupported claims about throughput, strategic meaning, or full multimodal port-logistics topology.

## Disaster-Response & Emergency Coordination Infrastructure

El Salvador’s public disaster-response layer is visible through the Dirección General de Protección Civil. The official Protección Civil site identifies the agency by name, places it within the Ministry of Gobernación y Desarrollo Territorial, and gives its San Salvador location. This is sufficient public evidence to establish a nationally visible civil-protection and emergency-coordination surface.

The publicly extractable record used here is relatively thin on command topology, alert-routing systems, territorial dispatch structure, and integration with other emergency services. Even so, the existence of a named national civil-protection authority with a dedicated public web presence supports normalization of El Salvador as having a public disaster-response coordination layer rather than leaving emergency continuity entirely opaque.

## Cyber-Coordination & Data Infrastructure

Public cyber-coordination and data infrastructure is visible through the Agencia de Ciberseguridad del Estado (ACE), the government login system, and the .sv naming-administration layer. ACE publicly describes itself as the state cybersecurity agency and states that its mission includes formulating cybersecurity policies, norms, and technical guidelines, promoting a national cybersecurity culture, and coordinating effective responses to digital incidents. Its public “Formularios y Servicios” page exposes official data-protection forms, incident-reporting intake, and technical-consultation workflows, including a 24/7 incident-reporting surface.

The government login platform adds a public identity-verification and account-governance layer, while SVNet provides a separate naming and DNS-governance layer for .sv and related technical information. Together these surfaces show that El Salvador has publicly visible cyber-coordination, data-handling, identity-validation, and naming-governance components.

At the same time, public visibility remains limited for operational security architecture, defensive tooling, state-network segmentation, interagency incident-routing topology, and any deeper CERT or SOC structure beyond what ACE’s public pages directly expose. Hidden-capability inference is prohibited here.

## Research & Knowledge-Network Infrastructure

El Salvador’s research-network infrastructure is publicly visible through RAICES and its RENACE materials. RAICES identifies itself as the Red Avanzada para la Investigación, la Ciencia y la Educación Salvadoreña, and its public site exposes governance, connectivity, and service surfaces including eduroam, eduGAIN, IPv6, and other advanced-network functions.

The RENACE page states that El Salvador achieved direct connection to the global advanced network in December 2005 and describes coordination with CLARA and DANTE in the development of the national research and education network. Public site structure also shows governance councils, member structures, and service categories linked to connectivity and advanced-network use.

Public evidence therefore supports normalization of El Salvador as a research-network-supported environment rather than as a purely commercial-connectivity environment. The public record is stronger on network identity, service categories, and international research-network linkage than on a fully current backbone map or current traffic profile.

## Regional & International Connectivity Infrastructure

Public evidence shows El Salvador’s regional and international connectivity through electricity, payments, research-network, maritime, and aviation layers. In electricity, ETESAL states that its network connects to the Central American regional transmission system through four 230 kV lines and identifies a SIEPAC-linked path running from Ahuachapán through Nejapa to 15 de Septiembre, connecting with Guatemala and Honduras. SIGET also states that its electricity management function reviews documents corresponding to the Mercado Eléctrico Regional and participates in the Comisión Regional de Interconexión Eléctrica.

In payments, BCR materials show a regional or cross-system interoperability layer through SIPA settlement inside LBTR. In research networking, RAICES publicly links El Salvador’s research and education network to CLARA and global advanced-network cooperation, while its service structure exposes eduroam and eduGAIN-related federation surfaces. In maritime and aviation continuity, CEPA’s public materials show Pacific port nodes and multiple airport nodes within one institutional operator.

The public record therefore supports normalization of El Salvador as a regional interoperability environment with visible electricity interconnection, payment interconnection, research-network linkage, Pacific maritime continuity, and multi-airport civil-aviation surfaces. No geopolitical, migration, or corridor interpretation is introduced.

## Distributed Territorial Continuity Infrastructure

Public evidence supports normalization of El Salvador as a San Salvador-centered administrative environment with distributed territorial continuity rather than as a single-node capital system. Administrative concentration is visible in San Salvador-based regulators, ministries, the central bank, CEPA headquarters, Protección Civil, and ACE. At the same time, continuity is visibly distributed through ETESAL’s nationally extended transmission system, FOVIAL’s public road-maintenance network, CEPA-administered airport and port nodes outside the capital core, the national payment infrastructure reaching both financial institutions and public-sector participants, the government login identity surface, the .sv naming system, and RAICES-linked research-network services.

These systems are publicly visible as overlapping national layers rather than isolated silos. Road continuity, transmission continuity, payment settlement, digital identity, naming, civil-protection coordination, port continuity, airport continuity, and research-network connectivity all contribute to territorial continuity beyond the capital while preserving San Salvador-centered coordination.

Public visibility is not sufficient to map every municipal dependency, fallback site, private network, or local logistics chain. Even so, the available evidence supports a distributed territorial-continuity model rather than a purely capital-bound interpretation.

## Structural Constraints & Visibility Limits

Public visibility is incomplete across several important layers. Commercial telecom operator topology, peering and exchange structure, private backbone routing, private data-center geography, detailed port-operating topology, freight-terminal structure, warehousing chains, rail operations, and cyber-operational architecture are not fully exposed through stable public sources used here.

Public extractability is also uneven. Some official sources provide clear text, while others are partially dynamic, intermittently accessible, or more legible through narrow official-site search snippets than through direct page extraction. During this research pass, CEPA, CEL, SIGET telecommunications pages, and some road-network detail were not uniformly extractable in full, so interpretation has been kept narrow and evidence-bound.

Absence of evidence here is not evidence of absence. Hidden-capability inference is prohibited. Incomplete visibility remains part of the canonical record. El Salvador therefore normalizes, on the public evidence available here, as a bounded-observability environment with visible administrative, identity, payment, regulatory, transmission, transport, aviation, maritime, civil-protection, cyber-coordination, naming, and research-network layers, but with incomplete public transparency into deeper private, security-sensitive, or operator-internal topology.
