Does Beacon verify information?
No. Certifier owns Certification Packages and certification and verification authority. Beacon may discover and reference certified information without performing that function itself.
Does Beacon establish trust?
No. Attestor owns Trust Statements and the Suite's trust-assessment function. Beacon may surface or signal trust-related information without determining trust.
What is a signal?
A Discovery Signal is a Beacon-owned object documenting an observation, event, change, indicator, update, or relationship identified through discovery as potentially relevant.
What is discovery?
Discovery is Beacon's process of locating and surfacing information that may be relevant to a user, query, investigation, or Navigator-defined workflow while preserving source context.
Does Beacon own the records or objects it surfaces?
No. Beacon owns its Discovery Signals and discovery metadata. Canonical objects remain under the authority of their originating Suite institutions. Beacon references them for discovery without duplicating or assuming their authority.
Reference does not transfer authority.
