Search queries seek specific information, records, jurisdictions, sources, events, or other identifiable targets.
Queries represent questions, objectives, investigations, and requests that provide intent and context for discovery.
Beacon may receive queries directly or participate in Navigator-defined workflows. Queries guide discovery, while Navigator retains Suite responsibility for workflow definition and orchestration.

Navigator owns workflow definition and orchestration within the Satoshium Suite. Beacon owns the discovery function and the Discovery Signals and discovery metadata it publishes.
A query may guide Beacon without transferring Navigator's orchestration responsibility to Beacon.
