# Satoshium Suite Reconciliation — Interoperability Review Handoff Register

**Date:** September 30, 2026
**Phase:** V — Final Reconciliation, Ratification & Close
**Step:** 54 — Produce the Interoperability Review Handoff Register
**Status:** COMPLETE — APPROVED

---

## Purpose

This register defines the exact matters that must be examined during the upcoming **Satoshium Interoperability Review**.

It is a handoff document.

It does **not** perform the Interoperability Review.

It does **not** reopen the institutional architecture settled during Suite Reconciliation.

Its purpose is to preserve the boundary between:

```text
Suite Reconciliation
→ defines roles, canonical objects, authority, semantic distinctions, relationship meanings, lifecycle boundaries, and whole-Suite architecture
Interoperability Review
→ examines how independently governed institutions exchange, resolve, serialize, reference, hand off, and preserve governed information across institutional boundaries
```

The next review must consume the settled Suite architecture rather than redesign it.

---

# Governing Handoff Rule

> **Interoperability must preserve institutional identity, authority, provenance, canonical object ownership, relationship semantics, lifecycle distinctions, and historical traceability.**

The Interoperability Review may determine:

```text
interfaces
reference contracts
serialization
schema compatibility
resolution behavior
handoff mechanics
state propagation
version propagation
exchange constraints
compatibility rules
```

It may not silently redefine:

```text
institutional roles
canonical object ownership
authority boundaries
relationship meanings
lifecycle semantics
Suite membership
```

---

# Settled Architecture the Review Must Treat as Fixed

The Interoperability Review must begin with these decisions already settled:

```text
Formal Suite institutions
→ 8
Atlas
→ Authoritative Intelligence
→ Jurisdiction Intelligence Package
Navigator
→ Workflow Definition / Orchestration
→ Navigator Workflow Definition
Certifier
→ Operational Certification
→ Certification Package
Registry
→ Canonical Registration / Public Catalog
→ Satoshium Registry Entry (SREG)
Chronicle
→ Historical Preservation
→ Chronicle Entry
Anchor
→ Integrity Preservation
→ Integrity Reference
Beacon
→ Discovery & Signals
→ Discovery Signal
Attestor
→ Governed Attestation & Rule-Constrained Evaluation
→ Attestation
→ Trust Statement
```

The following distinctions are also settled and must not be reopened:

```text
CONNECTION ≠ IDENTITY
REFERENCE DOES NOT TRANSFER AUTHORITY
REFERENCE ≠ DERIVATION ≠ SUPPORT
AUTHORITY ≠ PROVENANCE
CANONICAL CREATION ≠ LIFECYCLE ACTIVATION ≠ PUBLICATION
VALIDATION ≠ CONFORMANCE
VALIDATION ≠ EVALUATION
VERIFICATION ≠ CERTIFICATION
EVALUATION OUTCOME ≠ TRUST STATEMENT
CONCEPTUAL SEQUENCE ≠ MANDATORY PIPELINE
EXERCISED LINEAGE ≠ MANDATORY ARCHITECTURE
```

# IR-001 — Cross-Institution Reference Contract

## Review Question

What is the minimum governed information that must accompany a cross-institution reference so the receiving institution can interpret it without absorbing source authority?

## Candidate Reference Context

The existing Attestor Reference Profile provides a strong starting point:

```text
Identifier
Source
Provenance
Type
Status
Scope
Relationship
Authority
```

Additional context may be required where applicable:

```text
Version Identity
Lifecycle State
Publication State
Limitations
Source-Specific Context
Canonical Public Reference
```

## Interoperability Review Must Determine

```text
minimum required fields
optional fields
institution-specific extensions
authority declaration behavior
provenance requirements
version/state representation
limitation representation
unknown / unavailable field handling
```

## Must Preserve

> **Reference does not transfer authority.**

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

# IR-002 — Machine Serialization & Schema Compatibility

## Review Question

How should cross-institution references and shared exchange structures be represented machine-readably without forcing all institutions into one canonical schema?

## Review Must Examine

```text
common reference envelope vs institution-specific payloads
shared field names
required vs optional fields
identifier representation
authority / provenance representation
relationship serialization
lifecycle / publication state serialization
version representation
unknown values
unsupported values
extension mechanisms
backward compatibility
validation expectations
```

## Boundary

A shared interoperability schema must not become a new canonical Suite object unless separately governed.

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

# IR-003 — Stable Identifier & Reference Resolution

## Review Question

How should an identifier reliably resolve to the correct governed public or machine-readable representation over time?

## Review Must Examine

```text
canonical identifier resolution
human-readable resolution
machine-readable resolution
version-specific references
current vs historical resolution
superseded object resolution
withdrawn object resolution
moved public paths
durable redirect behavior
broken-link handling
reference persistence
```

The review must also preserve:

```text
matching numeric suffixes across institutions
≠ relationship
≠ lineage
≠ identity
```

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

# IR-004 — Source-State & Version-Change Propagation

## Review Question

When an upstream referenced object changes, what must a downstream institution know, preserve, detect, or reevaluate?

## Review Must Examine

```text
source version change
source lifecycle change
source publication change
source supersession
source withdrawal
source correction
source identifier continuity
material vs non-material source change
historical evaluated state
later source state
downstream review trigger
downstream reevaluation trigger
downstream republishing implications
```

The review must preserve the distinction:

```text
Source State at Evaluation
≠ Later Source State
```

It must not silently rewrite the historical basis on which an earlier institutional determination was made.

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

# IR-005 — Navigator Workflow Handoffs

## Review Question

What exactly does Navigator pass to a participating institution, and what does that institution return?

## Review Must Examine

```text
workflow invocation context
input references
expected response structure
institutional endpoint identification
workflow-local state
failure states
timeout / unavailable states
partial completion
institutional rejection
institutional output references
completion reporting
retry behavior
handoff traceability
```

## Must Preserve

```text
Navigator owns
→ Navigator Workflow Definition
→ workflow-local orchestration state
Participating institution owns
→ its canonical object
→ its institutional decision
→ its lifecycle
→ its publication
```

> **Workflow State ≠ Canonical Institutional State.**

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

# IR-006 — Registry Source-Object Exchange Mechanics

## Review Question

How should Registry consume, reference, and maintain registration information about canonical source objects without duplicating or replacing those source objects?

source correction behavior

source supersession behavior

Registry metadata updates

Registry metadata vs source metadata

→ owns SREG
```
> **Registration does not transfer source authority.**
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-007 — Beacon Discovery Exchange Mechanics
→ supporting structure
Discovery
≠ Verification
```

## Status

```text
DEFERRED TO INTEROPERABILITY REVIEW
```

---

copy vs reference behavior

version identity

source lifecycle state

≠ Attestation

Evaluation Outcome
≠ Trust Statement
```
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-009 — Common Relationship Serialization
## Review Question
How should the settled relationship vocabulary be represented consistently across machine-readable institutional records?
## Settled Relationship Vocabulary
```text
references
derived-from
supports
evaluates
results-in
supersedes
corrects
related-to
```
## Review Must Examine
```text
relationship type field

subject / object direction

relationship status

relationship removal / supersession

multi-hop relationships

unknown relationship type handling
```
## Must Preserve
```text
Reference ≠ Derivation
Reference ≠ Support
Evaluates ≠ Results-In
Supersedes ≠ Corrects
```
The review may standardize representation.
It may not redefine meaning.
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-010 — External-System Interoperability Boundary
## Review Question
How should Suite institutions interact with external systems while preserving the same authority and provenance discipline used internally?
## Review Must Examine
```text
external source identity

external lifecycle/status mapping

external source changes

external identifier stability

permitted copied fields

reference-only fields

evidence retention

external schema mapping

API use

protocol use

transport mechanisms

authentication where applicable

failure / unavailability behavior
```
## Important Boundary
The current Suite architecture does **not** require any particular:
```text
external standard
API
transport
protocol
```
The Interoperability Review may determine whether one or more are useful or necessary.
It must not assume one in advance.
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-011 — Inter-Institution Validation Expectations
## Review Question
When one institution consumes another institution's object or reference, what may it safely rely on about the source's Validation or Conformance state?
## Review Must Examine
```text
whether Validation state is transmitted

whether Conformance state is transmitted

whether source validation evidence is referenced

whether downstream institution revalidates structure locally

how unknown Validation state is represented

how stale Validation state is represented

how source-specific rules remain source-specific
```
## Must Preserve
```text
Valid
≠ True

Validation
≠ Conformance

Source Validation
≠ Downstream Institutional Determination
```
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-012 — Cross-Institution Historical Traceability
## Review Question
What minimum cross-institution trace must exist so a downstream object can be reconstructed historically?
## Review Must Examine
```text
source identifier

source version

source state at use

timestamp of use

relationship type

provenance

authority context

workflow context where relevant

later source changes

correction history

supersession history
```
The goal is reconstructability without duplicating entire source records.
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-013 — Failure, Partial Availability & Unknown-State Handling
## Review Question
How should interoperability behave when an institution, object, reference, or required field is unavailable?
## Review Must Examine
```text
reference-profile versioning

schema versioning

compatibility ranges

forward compatibility

backward compatibility

deprecated fields

new controlled values

unsupported versions

migration behavior

historical record preservation
```
## Boundary
Compatibility versioning must not mutate historical canonical objects merely to match a newer interface.
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
---
# IR-015 — Interoperability Security & Trust Boundary
## Review Question
What interoperability controls are needed so exchanged references cannot falsely imply authority, provenance, validation, or institutional endorsement?
## Review Must Examine
```text
source authenticity

reference integrity

tampered payload detection

false authority claims

false provenance claims

identifier spoofing

stale reference substitution

untrusted external input

schema manipulation

relationship-type manipulation
```
## Boundary
Security mechanisms may protect exchange.
They do not create substantive institutional authority.
## Status
```text
DEFERRED TO INTEROPERABILITY REVIEW
```
# Explicitly Out of Scope for Interoperability Review
The following matters are settled and should not be reopened merely because implementation details are being reviewed:
```text
formal Suite roster

Aegis boundary

institutional roles

canonical object ownership

Atlas canonical package model

Navigator canonical object

Certifier canonical object

Registry SREG identity

Chronicle Entry identity

Anchor Integrity Reference identity

Beacon Discovery Signal identity

Attestor Attestation / Trust Statement identities

SYS-* vs SREG-*

authority boundaries

Authority ≠ Provenance

Reference does not transfer authority

Connection ≠ Identity

Reference ≠ Derivation ≠ Support

Canonical Creation ≠ Lifecycle Activation ≠ Publication

Validation ≠ Conformance

Verification ≠ Certification

Evaluation Outcome ≠ Trust Statement

Conceptual Sequence ≠ Mandatory Pipeline

Exercised Lineage ≠ Mandatory Architecture
```
If an implementation proposal appears to require changing one of these settled points, that is not an ordinary interoperability implementation decision.
It must be explicitly escalated as an architectural conflict.
---
# Expected Interoperability Review Deliverables
The next review should determine whether the following formal records are warranted:
```text
Suite Interoperability Reference Contract

Cross-Institution Reference Profile

Interoperability Schema / Serialization Standard

Identifier & Reference Resolution Model

State / Version Propagation Model

Navigator Handoff Contract

Registry Exchange Model

Beacon Exchange Model

Attestor Governed-Input Ingestion Model

Relationship Serialization Standard

External-System Interoperability Boundary

Failure / Unknown-State Handling Standard

Compatibility / Versioning Model
```
The exact names may change during that review.
The subjects should not be silently omitted.
---
# Interoperability Review Entry Conditions
The next review may begin because Suite Reconciliation has established:
```text
institutional roles
→ coherent

canonical objects
→ coherent

controlled terminology
→ coherent

authority boundaries
→ coherent

relationship semantics
→ coherent

lifecycle / publication semantics
→ coherent

operational status
→ coherent
```
The remaining work is therefore primarily:
```text
technical exchange
compatibility
serialization
resolution
handoffs
state propagation
version propagation
failure behavior
```
rather than institutional redesign.
---
# Handoff Summary
```text
Suite-level architecture requiring reopening
→ NONE

Detailed interoperability matters
→ IDENTIFIED

Authority redesign required
→ NO

Canonical object redesign required
→ NO

Relationship-semantic redesign required
→ NO

Primary next-review focus
→ References
→ Schemas
→ Serialization
→ Resolution
→ Handoffs
→ State / Version Propagation
→ Compatibility
→ Failure Handling
→ External Boundaries
```
---
# Final Disposition
# INTEROPERABILITY REVIEW HANDOFF REGISTER — COMPLETE — APPROVED
This register defines what the upcoming Interoperability Review must examine while explicitly preserving the architectural decisions completed during Suite Reconciliation.
The handoff is intentionally bounded:
> **Examine how the institutions interoperate. Do not redesign what the institutions are.**
