Atlas Phase 2 Complete

Atlas has now completed its full U.S. normalization baseline and the supporting framework doctrine required for continental-scale expansion. All 50 state jurisdiction packages are structured, canonical package coverage has been verified, and the Atlas framework layer now includes corridor topology, federal overlays, interstate continuity rules, and global adjacency interpretation boundaries.

This milestone marks Atlas’ transition from a national jurisdiction intelligence surface into a continental-scale topology engine. With the domestic layer stabilized, Atlas now begins structured expansion into international jurisdiction packages, enabling cross-border continuity interpretation while preserving the topology-trio authority model established in the U.S. baseline.
