Atlas Certification defines how Satoshium Atlas records participate in the Suite certification ecosystem. It explains how Atlas records become certification subjects, how evidence is identified, how scope is bounded, and how Certifier applies Suite Standards and Suite Methodology to produce reviewable certification artifacts.

This library connects Atlas intelligence records to the operational certification process without transferring Atlas authority to Certifier. Atlas creates and maintains jurisdiction intelligence; Certifier evaluates defined certification subjects and produces certification packages, reports, receipts, certified records, and Suite-ready references.
