Satoshium Certifier Certification Package — Operational Certification

Governed Subject

Attestation

SC-CERT-2026-0001 is the canonical Satoshium Certifier Certification Package for the Operational certification of the Satoshium Atlas Jurisdiction Record — El Salvador; it is attributable to Satoshium Certifier, is represented by its canonical Certifier source as Issued · Active, and has traceable governed relationships to SREG-2026-0001, CHR-2026-0001, ANCH-2026-0001, and BEAC-2026-0001, while each referenced Suite institution retains authority over its own object and institutional domain.

Boundary: This is a governed Attestor assertion. It is not itself an Evaluation Outcome or Trust Statement.

Scope

Bounded to the canonical identity of SC-CERT-2026-0001, its attributable Satoshium Certifier origin, its certification condition as represented by the canonical Certifier source, and traceable governed relationships to the identified Registry, Chronicle, Anchor, and Beacon objects. This Attestation does not re-certify the underlying Atlas subject, determine the substantive truth of Atlas jurisdiction intelligence, establish universal trustworthiness, or predetermine an Attestor Evaluation Outcome.

Provenance

Mode: derived

Origin: First controlled Satoshium Attestor production operation, using individually determined eligible governed inputs from Satoshium Certifier, Atlas, Registry, Chronicle, Anchor, and Beacon.

Relevant time / state: Certified Atlas subject state and original Certifier issuance: 2026-07-05. Certifier package representation: version 1.1. Registry registration: 2026-08-02. Chronicle canonical historical representation: 2026-08-22. Anchor integrity verification/publication: 2026-08-29. Beacon direct observation: 2026-09-13. Attestor production context: 2026-09-19.

Derivation basis: The assertion is formed from the bounded intersection of eligible evidence concerning canonical identity, source attribution, represented certification state, provenance, and traceable Suite relationships. Derivation does not transfer source authority to Attestor and does not constitute an Evaluation Outcome. Acquisition/reference context: Canonical Suite sources were reviewed during the first controlled Attestor production operation. Each input received an independent Attestor Eligibility determination before formation of this canonical Attestation.

Limitations

  • This Attestation does not establish correctness of the Certifier certification decision.
  • This Attestation does not establish substantive truth of the underlying Atlas jurisdiction intelligence.
  • The current Atlas representation must not be treated as automatically identical to the Atlas state certified on 2026-07-05.
  • Registry Active or Published state must not be substituted for Certifier certification status or lifecycle.
  • Chronicle verification or validation must not be treated as re-certification or substantive truth verification.
  • Anchor integrity evidence is bounded to its defined protected representation and does not extend automatically to the entire Certification Package or linked artifacts.
  • Beacon's 2026-09-13 observation does not independently establish unchanged Certifier state through 2026-09-19.
  • Eligibility of the governed inputs does not establish support, sufficiency, or a favorable Evaluation Outcome.
  • Reference does not transfer authority.

Uncertainty

  • Exact equivalence between the current Atlas representation and the Atlas state reviewed by Certifier on 2026-07-05 is not established by the current Atlas source alone.
  • Beacon's direct observation predates the Attestor production context by six days and cannot alone exclude an intervening state change.
  • Exact machine predicates for Beacon's first-production descriptive Suite relationships were not frozen and are not inferred here.

Machine-Readable Representation

The canonical machine-readable representation preserves the same governed object, including identity, assertion, scope, provenance, relationships, lifecycle, publication state, limitations, uncertainty, and version identity.

Authority Boundary

Satoshium Attestor is authoritative for this Attestation as an Attestor object. It does not inherit or replace the authority of Certifier, Atlas, Registry, Chronicle, Anchor, or Beacon over their respective canonical objects or institutional acts.

REFERENCE DOES NOT TRANSFER AUTHORITY.

An attestation should say what is asserted, who stands behind it, what supports it, and where its authority ends.
