Certification Classes do not create certification authority. They communicate the outcome of a completed certification by describing the confidence posture established through preserved Evidence Records, applicable Suite Standards, applied Suite Methodology, and the resulting Certification Package.
Suite Standards → Suite Methodology → Certifier Workflow →Informational identifies certification subjects whose purpose is documentation, observation, inventory, or factual preservation rather than operational certification.
Evidence may be complete and reviewable, but the certification objective is to preserve institutional knowledge rather than certify operational capability.

Verified certifications typically include stronger evidence preservation, integrity references, Registry integration, and future Attestation support.
Highest ClassA Certification Class is assigned only after the Certification Subject has completed evidence review, application of Suite Standards, application of Suite Methodology, evaluation, and certification decision. The assigned class becomes part of the canonical Certification Package and is propagated to all generated certification artifacts.
SC-CERT-2026-0001 (Atlas Jurisdiction Record — El Salvador) demonstrates Operational as the first Certification Class assigned through the production Certifier workflow. The assigned class reflects the completed certification decision rather than creating it.
