🧭 Atlas Certification Framework
The Atlas Certification Framework defines how Atlas records participate within the Satoshium Suite certification ecosystem.
Rather than establishing independent certification standards, this Framework applies the existing Suite Standards and Suite Methodology to Atlas intelligence records through a consistent, transparent, and repeatable certification architecture.
Purpose
The Atlas Certification Framework serves as the constitutional bridge between Atlas and the Satoshium Suite certification ecosystem.
It defines how canonical Atlas records become eligible to serve as Certification Subjects while preserving the authority of the Suite Standards and Suite Methodology.
Authority
The Framework derives its authority entirely from the Satoshium Suite. It does not establish independent standards or methodologies.
Instead, it applies existing Suite governance specifically to Atlas certification subjects.
Certification Authority Hierarchy
Atlas certifications are governed by the Suite-level constitutional layer and implemented through this Framework.

Applicability
This Framework applies to Atlas records submitted for certification, including canonical intelligence records and their supporting artifacts.
- Jurisdiction Records
- Jurisdiction Intelligence Engine outputs
- Metadata
- Evidence
- Signals
- Trust Dimensions
- Change histories
Framework Role
The Framework does not redefine Atlas records. Atlas remains the authority for its own intelligence objects, files, metadata, signals, and jurisdiction artifacts.
The Framework defines how those Atlas records become certification subjects within the Suite.
Evaluation Model
Atlas records progress through a structured evaluation process that transforms authoritative intelligence into certified public artifacts.

Certification Outputs
Successful Atlas certifications produce authoritative certification artifacts used throughout the Suite.
- SCPR — Satoshium Certification Public Report
- SCR — Satoshium Certification Receipt
- SCRD — Satoshium Certification Record
Institutional Results
Certification Packages become authoritative references consumed throughout the operational Suite.
- Registry Entry (SREG)
- Chronicle Event
- Anchor Integrity Reference
- Beacon Discovery Signal
- Attestor Trust Statement
- Navigator Workflow Reference
Relationship to the Suite
The Framework sits below Suite-level governance and above individual Atlas certifications.
| Suite Layer | Responsibility |
|---|---|
| Suite Standards | Defines certification expectations. |
| Suite Methodology | Defines certification execution. |
| Atlas Certification Framework | Applies Standards and Methodology to Atlas records. |
| Suite Interoperability | Defines how certified Atlas outputs move throughout the Suite. |
Framework Versioning
The Atlas Certification Framework is versioned independently from individual Atlas certifications. Each certification references the Framework version under which the evaluation was performed.

Boundary Rules
The Framework preserves institutional boundaries across the Suite.
- Atlas owns the intelligence records.
- Certifier owns the certification process.
- Registry catalogs certified records.
- Chronicle preserves certification events.
- Anchor preserves integrity references.
- Beacon publishes discovery signals.
- Attestor produces Trust Statements.
- Navigator orchestrates workflows.
Framework Philosophy
Standards establish expectations. Methodology establishes execution.
The Atlas Certification Framework applies both consistently to Atlas records, allowing them to participate as authoritative certification subjects throughout the Satoshium Suite.
